I am looking for 28mm japanese models for the end of the Samurai era… targeted at right about 1850 would be perfect, but definitely before the Westernization of Japan's military.

If they were, say, to be available in the U.S., that would be even better.

Was there any difference in equipment between 1650 and 1850?

I haven't found any reference to suggest a difference. Perry minis and/or Wargames Factory would be my recommendation.

I think Perry's un-armoured Samurai would do. I don't think much armour was worn by 1850…?

There was no change in "equipment" during the Tokugawa Bakufu, as they maintained technology exactly the same, even limiting contact and trade with the outside world to limit influences.

Ashigaru, as a class was eliminated by this time as there was no more need for large armies. The Samurai needed to protect the few remaining positions left to a nation at peace. Some Ashigaru were absorbed into the Samurai class, but most were disbanded back into farmers and laborers, perhaps merchant class (maybe ronin and Yakuza).

Armor was never worn outside of open warfare or sometimes for ceremonial purposes. Anyone, including Daimyos caught wearing armor would be considered to be involved in anti-Tokugawa activities and dealth with summarily.

Clothing has not changed during this period, even right up to the present, except that materials and patterns would have gotten more colorful as the country settled into peace.

I second the use of Perry unarmored for this period. They also have useful civilians in their range.
