Why is the cohesion modifier for Suppressed a +4 and Disordered only +3? Isnt disordered supposed to be worse?

IIRC, your troops can recover from suppression by rallying but disorder is much harder to get rid of. Also Im sure all the modifiers are cumulative, so a Unit both suppressed and disordered is in dire straights!

I might be wrong but thats how I remember it.

As I understand it, Suppressed is everybody keeping their heads down under fire, vehicles buttoned up and the like. This will reduce the unit's effectiveness quite a bit, but recovery can be quick.

Disorder represents longer-term damage – men wounded or killed, vehicles damaged or out of action. This may have less effect on the unit's capabilities, but it is more difficult to recover from.
