As the title says; what do you consider to be the best superhero rules out there? Why? I know of Pulp City, Supersystem, Batman and Guardian Chronicles.
What I am looking for is a game with plenty of scenarios; I get bored with straight up battles. Thanks!

Power legion is another set. Not many scenarios but reasonably interesting rules.

Champions is a role playing game but the combat system works well with miniatures and it is probably the best at simulating comic book battles.

I found the Mutants & Masterminds RPG worked well.

Spent many hours fighting evil using Champions rules.
Mrs Carp cut her teeth on Villains & Vigilantes by FGU.

Pulp City is my favorite, so far. I don't have much experience with the Batman rules, but they aren't designed for a wide range of superheroic power levels. This is something Pulp City handles well, IMHO.
