My first suggestion would be to loot bits boxes of fellow local gamers who are into plastic sets. There tends to be a pile of spare weapons in most sets, and those tend to accumulate in bits boxes.

If you really want to buy actual weapon sprues, the choice is not very vast. For starters, Wargames Factory provides a Numidian weapon sprue, which is nominally for the ancients but many of the weapons should also work for later on:

Conquest Games has a Norman weapon sprue with swords and spears and shields:

Fireforge Games has some javelins and spears in plastic:

Eccentric Miniatures has sprues of axes, swords, maces and bows:

I doubt that many could even tell the diff. between a 25mm scale weapon and a 28mm weapon.

For size, imho the Wargames Factory are closest to 25mm. Conquest and Fireforge are for 28mm minis.

No idea on Eccentric.

Regarding GW I have realized that eg. the "pistols" for their Outriders are roughly the same size as the small guns (as in cannon, with carriage) of TAGs Spanish. :-)

Also for a non-plastic choice, I would also like to mention steel spears/javelins provided by some manufacturers. These can be quite slender but durable.

I have hundreds of Old Glory '25mm' figures from a number of periods and, aside from an occasional runt, they're no smaller than most other brands; i.e. your typical 28mm.
