I got about 4 large kitchen garbage bags worth from an old couch I had to cut up to get out of the basement. Maybe rummage sales or discarded furniture?

Isn't that similar material to what some a-c/furnace filters are made from? Check your local DIY store.

Haven't tried it but the coconut fiber liner I got for a windowbox planter looks similar (Lowes, Home Depot). Couple of bucks and no postage cost …

The stuff I use (see above) is more expensive than other suggestions, I guess. But just got out a pair of scissors and made about 36 feet worth of bocage tonight – inspired by your post – 1 foot long, 2" wide by 2" high (for 20mm). There's another 36 feet to be cut. Will do different lengths, and angle the ends on some. There's a mesh nylon backing on it so it is pretty stable. Thought of using basswood base and foam mound to put this on but this is pretty good/simple as is. May spray paint a little for shading etc and stick on some Noch leaves, but out of the box it's pretty ready – more a green than a blue color. [The one inch stuff for hedges is more blueish so will need to do something with that].

brucka and I seem to be talking about a similar material. He is speaking in bulk and my post was for a single furnace filter sized sheet. Don't know how much you need but am posting a link that shows the type of filter I was talking about:

I have had some good success with the rubberized horsehair from the source brucka linked above. I used the 1" thick to make a zareba for my Sudan games. It cut easily with a pair of scissors. I did a quick spray with brown enamel with some added highlights. BTW, I removed the mesh backing which allowed me to tease out the horsehair a bit and haven't had any stability issues. I have made about three feet worth and have used only a tiny fraction of my 2'x3' sheet. I bought the sheet for about $12 USD and the postage was another $6. USD So for about $18 USD I will a nice 6' of zareba and probably another 30' of hedges.
