I noticed Warlord is its own slot on the Ork TO. (Gray as an option.) When a HQ character moves up to Warlord, does that free up another HQ slot? Thanks, K

Yes. A Lord of War, aka Ghazkull takes up his own LoW slot, leaving you with room for another HQ.
