How heavily armored would foot sargeants be during the WotR period? I'm asking because I have a box of Perry plastic Men at Arms built that has given me too many retinues. I was thinking about interspersing some in my billmen to increase the number of foot sargeant retinues.

There isn't really a concept of "foot sergeants" in the WOTR. A man was either a "man-at-arms", a billman or an archer.

The man-at-arms, whether mounted or on foot (but usually on foot) was equipped with a full "harness", that is, plate armour "cap a pie" (i.e from head to foot).

A billman usually had a helmet, might have a "back and breast" but at least would have a padded gambeson.

An archer would usually have a padded gambeson or leather jerkin.

All of them, if members of a retinue would display their lord's livery colours.

A lord's retinue would often consist of all three types of troops.

I'd say a mixed untitled would work for lion rampant, to get the most out of your figures.

These rules more than any others recently played seem to be encouraging people to pull out what they've collected and just use them. Good.

There is an unofficial WOTR retinue list/stats list for Lion Rampant here. You probably have to register to download the file. It's worth the effort, IMO.
