Doesn't it depend on what your making your hills out of? I like 1.5 inch pink/blue insulation foam sheets. So if I made a four level hill it would be 6 inches tall.

Hills should always be designed for the ability of your figures/bases to sit on them and not fall over or slide down. Thus height will totally depend upon the width of the base. It is all about the look vs playability.

And ground scale.

I thought you meant A.P. or D.H. I was going to suggest that you go for 8mm for A.P Hill as he was known as "Little Powell". I don't know whether D.H. Hill was other than average height so I'd just say the standard 10mm for him.

Less facetiously and more constructively: I made some hills out of 25mm / 1" foamboard for use with 10mm figures, and layered them 2 contours deep in places. In retrospect, contours of half that thickness or less would have been much better. Especially if you are going for 4-contour high, I'd recommend 10-15mm per contour, maybe less.

But it also depends a bit on what rules you are using, what size your units are (mine are small footprint, typically 1"x3" or 1"x4"). With bigger units, thicker contours might look better.

I recently wrote an essay about hills on my blog:
