I saw the ODGW ruleset is out and I'm tempted once more by age of sail games. Question: What set of rules does not require a specific base size? I've seen some rules where they use rule specific bases and each is different. I'd like to have base neutral ships. Turning guages and all that I'm fine with. Right now I'm not too concerned with complexity or force size. Ideally I would find 2 sets of rules, 1 fleet and 1 small/single ships, that were base neutral so that I could use the same set of ships. I'm thinking 1/1200 for scale.

ODGW's POST CAPTAIN doesn't require a specific base size. You can use any size base or no base at all (although having a base helps save any rigging from getting damaged through handling). AFAIK, most of the AoS rules don't have specific base sizes.

Most modern rules are not specific base sized anymore. If anything, I suspect that the base sizes Rod Langton sells have become the de facto standard size.

For fleet size engagements, I would suggest Kiss Me Hardy by TooFat Lardies. It does use generic specs for ships, but there is a supplement in one of their Specials that provides more specific data. As for single ship/squadron actions, I just bought Post Captain by ODGW, and am looking forward to trying it out. I suspect it will replace Heart of Oak for my small scale rules.

I think scale would be more important than size of bases.
No rule set cover it all. Some come close! Its try and see what you and friends think best. I'm thinking of going to 1-2400 scale for large actions. This is sad for me as I love doing 1-1200 scale ships. It's money and space. I will not give up 1-1200 ships. I plan to use them for ship on ship and squadron actions.
All the rules I have played its mast to mast or ship to ship, not base size.
Vol has made some lovely ships towing ships boats and made very long bases (In my eyes). He has not come across any problems with this. I'm not sure about clear bases as it can make the ship look more like a hovercraft.

In the Age of Sail, basing is more to protect the miniature than meet some specific size stipulated. Most folks want a thick base that can be handled instead of the miniature and big enough to keep other ship models and carrying case walls away from fragile spars and bow spirits.
