I have bought paper building kits from Dave Gratham models via Wargames Vault and just scaled it down to 6mm when printing, and have been very happy. They are really great kits.

Hmmm, I have a bunch of those Gratham model pdfs for 28mm, but I didn't think of taking them down to 6mm, that would make a pretty cool fantasy city!

I have reduced HO railway paper model houses to 25% of the original and they have worked.

4mm to the foot to 1mm to the foot.
