Does anyone know of a suitable Vassal module for Great War naval combat?

I'm after something whereby I can put counters on the screen, be able to move and rotate them, hex based or not, tell how far apart they are are (easy to do with hexes) and remove them when I sink. Then I could play the game myself using whichever rule set I desire, i.e. physically make the rolls, record damage on paper. I just need some counters to stand in for models.

There are some old games on cyberboard with ships counters. I don't know how to mod vassal, but found it easy with cyberboard , you can save pics of counters from one game to add to another.

I loaded a vassal module of GQ without hexes. Ww2 but… The ships are not too nice but the system includes stuff to measure etc, very handy.
