I recently acquired a copy of these rules, but without the turning templates. I wonder, is there any TMPer out there who has these rules and could tell me the radii of the two turning templates?

I recall using these rules years ago and they were well-written, accurate and fun to play.

The larger turn template is 1 1/2 inches to inside and 2 inches to outside.
The smaller turn template is 1 3/16 to inside and 1 19/32 to outside. (I found that odd. tho measured at a number of different points. I figure if you wanted to make the outside radii 1 9/16 inch no one would quibble.

I believe the calibration on the circumference is measured in centimetres?

Yes, the calibration is 1 Cm measured along the outside edge.
There are 2 8x11 sheets with the rules. one has the turning and straight movement template. The other has a wind gauge that you put together, similar to that found on a popular age of sail game on the market.
