Does anyone make figures of civilians from the 1930s-1950s?

Irregular Miniatures do them. Various figure packs and themed "scenes".
Not bad figures actually and like most of the modern ranges are individuals rather than clumps standing hip to hip.

You can get painted model railroad figures in a close-enough scale; some are more modern looking than others (short skirts) but others fit into any period.

You can re-paint or improve them as needed.

One possibility you might look into is 1/300 scale architectural models.


Here are some listed on ebay for 100pcs for $3.99 USD. Can't hardly beat that cost!
