Any ideas? Im looking for something with kind of a SW Rebels vibe.

Coming up with 'Rebel' types may not be that bad, but having stormtrooper and vader replacements may be more difficult.

I expect you know about them, but there are the pre-painted figures, probably more like 30-32mm, but they have everything you'd need.

There were also the old official SW Miniatures game figures, but I'm not sure if they were 20, 25 or 28mm.

There were some very cool figures in armor in the Kryomek game range. I'm not sure if they are still in production. I got some years ago and painted them white and they are very cool as 'Stormtroopers'.

Look at the Dreamforge Eisenkern troopers. I have a bunch for sale if you are interested.

Yep, the Eisenkern troops would my recommendation for close-but-not-quite Stormtroopers. Converting a Darth Vader should also be pretty easy. Though if you 'exactly Star Wars' there are still plenty of the older SW Miniatures Battles figures floating around. Also there's the new Imperial Assault board game pieces; softer plastic but still very nice pieces.

For Rebels try using GW Imperial Guard.

The Nexus SWAT Team. They aren't exactly Stormtroopers, but they have light armor and a mix of weapons.
