I thought that this site, which I have used for quite some time, might prove of some use to those painting ACW minis. As such, I cannot recommend too highly that you take a bit of time and read through it, especially the latter part (3) with it's discussions of issues, etc. The footnotes are especially useful regarding production and issue of CS uniforms, etc.

Although of widespread issue, the article/site also talks about the CS Depot system, and how and why clothing produced at Columbus, GA or South Carolina could and did end up in the ANV, etc.

As always, Confederate clothing is very much a unit/place/date, and if you have specific research regarding a particular regiment, then that should take precedence.

One last note: When discussing the issue of CS sky-blue trousers, it's important to note that in almost all cases, those manufactured in the south were of a darker, grayish tint made of jeans or Cassimere, or of a royal blue imported from Great Britain.
