What and where are the rules for mortars? They are allowed on the Turkish army list but I can not find any mention of them in the rules.

I am not aware of ancient Turks employing mortars on the battlefield.

However, rules for late medieval Ottoman mortars can be found on Vlad the Impaler book, page 42.

I don't have the Byzantium book, but if it's anything like Warhammer Fantasy it should be a variant of the stone thrower.
