Robert Freitas discussed this idea in his book "Xenology" (http://www.xenology.info/Xeno.htm), but now, with some exoplanets sizes to add into the discussion, a paper has been published that suggest most intelligent aliens may be larger than humans – link

So, maybe some 15mm aliens could be suitable for 6mm large aliens, and some 15mm might work for 25mm. The Scotia insectoids certainly work then :)

Then again you can go the whole Star Trek route where there was a race called the Hydrans. Methane breathing 3 foot tall trash cans with 3 sets of arms, legs, eyes and mouths!
