I'm writing to see if anyone produces this truck in either of these scales, specifically the Polski Fiat 621L variation. I'd like my motorized Polish Black Brigade to actually be motorized. Thanks in advance.

Well, so the short answer is "No." There is a papercraft Fiat 621 in 1:25 available. Downscale it and build and Bob's your uncle: link (for example)
