Zenit offers an army box in 32 mm for the clan Otokodate, for Kensei.

I wonder why they are considered 32mm since they fit perfectly with Perry Samurai range.

There's two ways to measure minis, either to the eye or to the top of the mini. It's often really hard to judge what a description of 25mm, 28mm or 32 mm actually means until you hold the mini in your hand.

But if I check the ones I have on my table right now, I'd say the kensei are 1-3 mm taller than my Perrys. They still fit together IMHO, but they are a bit taller if I carefully compare then standing next to each other.
