just wondering the Russian hovercraft aist ,gus and other types, what kind of sea state/rough seas could they operate in,
scenario I am thinking of, Russian northern fleet landing on Norway using hovercrafts
I assume the northern fleet did use hovercraft ?

At least to Sea State 3 – 4 for the LCAC, so that probably works for their smaller ones as well. The LCAC can maintain 35 knots in those seas with a 74 ton load, e.g. one M1 tank.

Perhaps more for the big, Pomornik class.
