Alien Dungeon sells an interesting set of civilians fleeing in 15 mm for its game about the Martian Wars. Civilians are often lacking, even in the skirmish games and we fight in places empty of any population which it is sometimes too bad.

Peter Pig does a number of refugee figures which are also very nice and I think far cheaper
