Em4 is a good option. However, I think they aren't all completely hollow underneath, having cylnders, slots and tabs.

They could be cut away, especially easily if you have a dremel or somesuch. If you can wait just a bit, Reaper's Just Delivered Kickstarter has flat top bases the same height as a GW slotta in 1, 2 and 3 inch. They should be retail soon and much cheaper than GW. However, both of these are circle bases. For Squares plastic bases you're mostly going to find solid options.

As for rectangles which is what you seem to be asking about, if you can deal with solid or partly solid (having slots that can be cut through) then I would recommend Proxy Models. Their bases are only 2mm tall (GW is 3mm) but they have a wide variety of sizes and are much cheaper than GW. The biggest they have is 50x100 but they have some smaller sizes that could possibly be glued together.

Barring that, maybe just go Plywood or MDF. Warbases, Litko and others all have good options.

Get some sheet plastic, maybe some square rod, and you can make them any size you want.
