The figure ratio varies depending on the scenario. Most common is 20:1, though the rules are written to be flexible, even down to 5:1.

The basing is in the rule book. Most common is four to a stand for most, six to a stand for Germans, two to a stand for good skirmishers and three to a stand for poor ones (only one or the other).

Horse can be based two or three to a stand.

My own stands vary and I don't find there is any problem with that. We have had mixed results playing some of the 10:1 scenarios due to the size of some of the units. Of course under the rules you can break the big battalions into two wings as they often did at the time.
