I think Foundry still puts out some nice packs. The Fenryll figures are beautiful but most of them are significantly taller than 28s. If you are starting from scratch and have no preference for size, the stuff I see posted regularly on this website in 1/72 is remarkable. I did my medieval castle siege in 15mm. and it wasn't easy finding civilians but as my name indicates (War In 15MM) I love the 15mm/18mm for my military collection.
