Did Artillery Fire on Skirmishing Lines? or was it seen as a waste of shot ? How effective was screening with skirmishing or cavalry to hide movements ?

With canister yes.
At Ligny the French used canister on a Prussian Skirmish line behind a hedge.

Also at Ligny Reuter's Prussian 12pdrs engaged with French skirmishers.

It was certainly not seen as a waste of ammunition (they would use canister and perhaps shell) – indeed it could suppress the skirmishers. But skirmishers could also do damage to the artillery.

The smoke from skirmishers could screen movements – but this would depend on the lie of the land, etc. – but I would not rate this as a big factor.

Screening with cavalry was more about keeping the enemy's scouts at bay than providing a physical obstacle themselves – while also being able to provide warning of enemy formations.
