Litko offers flexible steel, magnetic and plywood bases. I'm trying to create something like this:

A movement tray with a magnetic sheet in the inset "well"
20mm square plywood bases with steel bottoms for each figure.
When the 20mm bases are placed within the movement tray there's only a trivial height difference between the rim of the movement tray and the top of the 20mm base.

So, from Litko I think I want:
A plywood movement tray
Magnetic tray insert
20mm plywood bases 3mm high(??)
20mm flexible steel bases

Is that right? Thanks for any advice!

Sounds right. I need to get some 30mmx30mm bases from them. Thanks for reminding me. : )

A lot depends on the scale of the figures you are working with. I tend to use 3mm with 25mm figures and 15mm vehicles but use the .8mm for my 6mm figures. Otherwise it looks off with 6mm figures based on something half their height.

The side walls on the movement trays are 3mm ply, the tray itself is as well.
As i do not use my movement trays for storage they are not lined. The magnetic sheeting on the figure bases is quite thin. using both a try liner and magnetic base you might add a millimeter to the total height of the base.

I have some 6mm based in large units on 3mm as it is easier to handle them by the bases that way. For most of my 15mm and 6mm though I use the thin bases.

A lot depends on how thick you like your bases. I like mine as thin as possible. So I use the 0.8mm plywood and magnetic sheeting for the base, then base my figures on steel. So the total thickness ends up less than 3mm.

I've heard the "thick bases let gamers pick stuff up by the bases not the figures" but I don't think I've ever seen this. Figures are always moved by grabbing the figs. YMMV
