Like the title says, the Protractor scenario is up at PurpleFuzzyMonster: link

The basic idea is that the turn length has shortened enough to where ship rotation takes the entire turn*, and the post includes pictures on how to use a hardware protractor to plot the more rigorous thrust.

*Either that, or your ships are kilometers long, which would take a longer time to safely rotate.
