I saw some experimenting with a campaign system at Historicon for the Carnage and Glory computer moderated game system, and wondered if that was available for public consumption or still in Beta?

Developer is working. Not sure of the release date. David Bonk is planning another test campaign (AWI) for Cold Wars.

Grossman,
As John states the system is still currently in development – mostly fine tuning at this point, but obviously still in playtesting.
David will be running a campaign based on Trenton at Cold Wars.
Fairly confident that the first version will be ready for release summer or early fall.
