What do you think is the best fantasy ruleset for 15mm figures?

I've been going back and forth across many sets. Mostly for familiarity I've settled on Battlesystem 2nd edition (TSR). But then I really want 100's of figures per side as well as not uber-powerful spells and a few cool monsters (Dragons!)

FR!, HoTT and the like seem to small (I play Fire and Fury as well as Age of Eagles) I like BIG battles

I agree with Saber6, while I like Chipco's Fantasy Rules! in general, I think it looks cooler at a scale smaller than 15mm

Mayhem by Bombshell Games is a really fun ruleset with a flexible system for creating your own units, would probably play faster than FR!, so you could have more troops on the field.

Mighty Armies is another good one, easy to learn and fast playing, but still with some flavor thrown in. Could probably expand to larger games easily.

For individual basing, I have heard great things about Armies of Arcana.

I like both WRG Hordes of the Things (HOTT) and Chipco's Fantasy Rules! All my armies are 15 mm.

It is true that the standard HOTT game can look small, but many people use the Big Battle rules for larger games. Also, FR! can also be played larger than recomended.

Personally (always IMO), I don't see the point of individual basing for 15 mm. They look better based in groups.

If you want rules based on, or very similar to AD&D, then 2nd Ed. BattleSystem is the way to go for mass battles. For skirmish games, based on AD&D, I'd suggest 2nd Ed. BattleSystem Skirmish (RPG-lite). For AD&D-based rules, they are hard to beat. Cheers!

I don't think the question is what rules are good for a certain size figure. I think more important is what size battle you want. How many figures? Do they represent larger numbers of troops? Do you want multiple figures on bases? Are formations important, or individuals?

15mm are small enough to play multi-base games and look good, but big enough to base individually and play skirmish games. So I think most rules will apply, and the question is how many do you have or want to have, and what size battles interest you?

I am partial to Pride of Lions for large scale battles with lots of figures and Mighty Armies for smaller scale battles with fewer figures.

I vote Fantasy Rules!: The Campaign Edition or TCE (actually a streamlined version of FR!3 intended for campaign/tournament play, with no real "campaign" rules).

There's a reasonable amount of feedback on FR! On the message boards.

I liked the notions of Mighty Armies, but thought the execution too simplistic (I HATE the group combat resolution). TCE scratched that itch. The rules could be written better, could greatly benefit from the use of keywords, but the they are simple and effective.

For skirmish I got to Song of Blades & Heroes every time. I don't play mass battles in 15mm but I hear Kings of War works really well if you just convert inches to centimeters when using small scales.

I love Mighty Armies for its quick play and flexible DIY system.
I would happily play Fantasy Rules! By Chipco, but there's no local interest.
Lately I find Crusader's Legions Of Battle and Mantic's King Of War as interesting options.
I have Mayhem, but have yet to try it.
What about Warhammer Fantasy with 15mm figures? It's something I'd like to explore someday.

You might consider "war in the age of magic"(WAM) by Peter Pig.
They are a grid bases set which allows the use of a lot of units and is quite quick too!
Some clever chap did some brilliant scenery pieces for this game and put photos on the internet.
