As the title says; I want to make plumes for 28mm figures in bicorn.
How to make plumes in that scale?

Or, another possiblity, can seperate plumes be bought?

Make them with modelling putty and then glue them on. Bit fiddly though …

Use a pin vice drill to drill a hole in the hat , say 5mm deep then glue or putty in a length of wire so that its securely "rooted". Once dry put on some putty around the wire in the shape of the plume (use a colour shaper for best results) and smooth out the surface to help you get the correct shape (don't worry about texture yet). While the putty is still workable use a pin or a scalpel blade to add the appropriate texture to the plume.
It will be tricky at first but you'll quickly get faster and better at it.

Ditto Clibinarium. A little "L" shaped length of wire or paper clip will do. Stick the bottom of the L into the drilled hole, and just add your epoxy and shape as desired.

A similar method I've used is to drill out the bicorne/shako where you want the plume and insert a dressmakers pin, then build up the plume simply using good old pva glue and sand, might take a couple of layers, but like everything made of sand and glue it dries to be indestructible.
