Anyone know of a manufacturer of a 15/18mm Napoleon and staff, dismounted, and maybe with a table?

I think Minifigs has one. try Old Glory15s as well

Unfortunately, the Minifigs set was part of the 2nd gen line and is no longer made but the Old Glory set is still available: link

Try Warmodelling / Capitan. They do a few Napoleon sets, including a rather nice set with tables and aides.

Warmodelling standing Napoleons are quite good. Napoleon bent over the table is quite bad.

If you're looking for earlier Napoleon figures, check out Miniature Figurines' line of 15mm French Revolution figures. There is a mounted Napoleon and a dismounted Napoleon, sold in two different sets with other figures.

Warmodellings set of the dismounted staff is pretty good I think. I like to have a mix figures of different makes on my command bases. Here are some examples. I realize that this is more than you asked for, but I couldnt help myself;)
