Old games like Car Wars and Star Fleet Battles influenced me here. Throw in some resource management – that a model can has only 1/2 the number of possible activations to actually do something, extended actions(increase chance of success over time), anticipatory actions (like over watch but can be done for any action, e.g "run for it when if the tank comes around the corner" and a player, simultaneous resolution of each action type and players have some interesting options.

Yes, out of say, 8 opportunities, you have 4 times to actually do something, and when run out (by using up the 4), can't do anything for any left over opportunities. During any of the 8 you can pass, or choose another option in the video.

I love car wars and you've lost me here as well. are you talking about the 5 phase movement chart for possible activity usage?

The chart is for any kind of action: shoot, move, open a door, do nothing. car wars uses speed to vary when in the phases a car gets to move. same concept though.

Yes; yes and yes – some can have 2 actions, others 4, basically from 1-5. Possibly more, or 0 depending on equipment and circumstances.

models with a low number of actions will do less, as the chart is an inverted triangle/bell the concentration of play is in the middle part giving those with many actions outliers to act first or react.

That gun nest can go on 'overwatch' (an anticipatory action) and stay that way until they fire even if in a phase that they would not normally be able to activate in (because the condition is met that triggers their action cost).
