Looking for some creative ideas on building a holder for a z28mm hot air balloon that will allow the balloon to rise or drop without having a huge contraption that detracts from the visuals. My original idea was to put a dowel into a base and then use another dowel to raise or lower the balloon height, but getting stumped on an easy way to attach that dowel to the main dowel. Any ideas are greatly appreciated?

If it were me, I might go for some acrylic rod or tubing; for example: link and then get some sort of adjustable clamp, which I'd try and build into the balloon if at all possible. Something like: link

use several acrylic rods of various lengths

a hole in the base
a hole in the bottom of the balloon
no glue

swap the rod to alter the height

Ideas are often part of a budget….
How about a junk auto parts place---car antenna with motor assembly.
You can go without the motor and get a "flight stand"
which is pretty much a small radio antenna that you can fix to a base.

How are you going to scale the balloons? 1:56 hot air balloons might be a bit big for the table. I did some representative ones from Christmas ornaments. Not to scale, but they look OK and play nice.
