I don't play BP but I am thinking of adapting one of the scenarios in "Albion Triumphant." I am looking at the Plancenoit Scenario on page 103 it has Duhesme's Young Guard SR9 – Plancenoit Road. What does SR stand for, staff rating or special rule?

Right underneath that it says "Chartand's Brigade SR8." Does that mean the whole brigade comes in on turn 5 in addition to 4 standard Young Guard Battalions?

Staff rating…in BP each brigade commander has a staff rating. Whenever you give a command to a unit or a brigade order you role two six-sided dice. You have to roll the same or less of the staff rating to succeed.
