In the southern United States, there was a tradition of adorning a dead tree with empty bottles to ward off evil. This was known as a "bottle tree". Conceivably, the priestess could be wearing her bottle headdress as a modified revival of the tradition.

Actually, looking at the picture in the original post again, I noticed that a lot of the bottles are supported on her back like a sashimono. There is only one large bottle on her head, plus the horns. I think that something similar might be a pretty cool costume for a post – apocalypse scenario.

I've seen something similar on shopping carts that keep you from taking them out the door.

One could also play some wicked fun practical jokes:

(points down) "Hey, your sandal is untied!"

"What?" (bends over, bottles crash)

or

(points down) "Hey, is that a twenty you just dropped?"

"Where?!" (bends over, bottles crash)
