I see that Peter Pig has released a set of French Sappers. Is anyone aware of a manufacturer that makes 15MM pioneer sets for the American, British or Hessians?

At least one of the Peter Pig British command sets has a pioneer (from memory it's the grenadier command which has no ensign), but I don't think the American command sets do. You can use Prussian SYW pioneers for Hessians.

In the British infantry, pioneers were not official at this time, and not all regiments had them. They also did not wear beards until the Napoleonic period.

I seem to recall (often wrong) that in the 1759 revision of Bland's manual that pioneers were detailed in the plan of forming up a battalion. Not sure how formal that makes them. Also, weren't all the pioneers massed under Howe during the march to Philly? I know they had the scouts and pioneers clearing the roads of debris, and believe some of the pioneers were the former slaves (Dunmore's Ethiopians?) from VA that ended up in NYC as kind of a permanent pioneer corps. For some reason I want to say they wore white coats, but may be imagining that. This unit alwasy fascinated me. Can you shed some further details on my hazy memory? :-)

I believe there was a formed unit with Howe in 1777 Brandywine campaign. I think they were called the Scouts and Guides, or Guides and pioneers. I also seem to recall reading the pioneers were all massed with this unit.
