1)buy hardback/softback
2)buy PDF
3)buy second hand
4)borrow from friend
5)'borrow' from internet
6)use mostly free rules
7)use mostly homegrown rules

I've been particularly pleased to get THW rules and PigWars in both 1 and 2. It really works out well for me.
Many other rules I bought new in hard copy, and I picked up a few sets used at various events.

My preference is 2 as I read better of a screen than from paper but do use 1, 3 and 7.
