I understand that Flames of War scenery such as cobbled roads, fits well with 20mm figs. If this is true, what other items of 15mm scenery would blend in with the larger scale ?

Not limited to FoW but plenty of terrain is relatively usable across a wide variety of sizes: walls (it's a tall fence in 15mm, medium height in 20mm, short in 28), rivers, roads, many trees, fecnes, etc.
