Been working on a small set of rules for character-driven skirmish games with a lot of narrative. Not quite RPG material but close, akin to the old Laserburn.

They're fairly generically napoleonic era but could be used for other black powder era's as well.

The intention is character-heavy scenarios rather than straight pick-up military games:
Guerilla ambushes, noblemen and their goons out for revenge, anarchists fighting the imperialists as well as the more mundane military patrols.

The game is driven by percentile rolls on tables and should only require 5-6 figures on each side.
