Would any of the available 28mm plastic hoplite ranges pass for Carthaginian heavy foot? Been thinking of using Warlord hoplites with some conical helmet heads from the Numiidian box.

Victrix is about to launch plastic Carthaginians, with conical helmets as well.
First Italic allies are coming, this week or next; then Carthaginians. Steve at LBMS here at TMP, speaking from Victrix, has announced plastic Spanish and Numidians are in the pipeline, along with Gauls.

I have considered this (need more patience) – but I have spare heads and large shields with nice Carthage transfers that I would like to use if there was another option. I suspect the release date for Victrix Carthaginians will be in the fall?

Having spare heads and shields, you could go with plastic mail Romans and swap heads and shields for mailed Carthaginian veterans. From Victrix,

It depends on the time period, but I suspect that in the time frame 500-350 bce Carthaginians dressed for battle much like their Greek counterparts, so I would say yes, imho, Greeks can be used for Carthaginian heavy infantry
