What you want are Hesco barriers (or bastions). Dunno who makes them, but that is the basic building block of every FOB or COP in Afghanistan.

I've not used them, but I know that Slug Industries make a number of Hesco barriers and shipping containers.

we have a small range of 28mm hesco blocks and some of the larger 20mm ones would also do for 28mm scale.
