Maybe they've decided they need more height in their vehicles now?

Looks a bit like a cross between a M113 and an BTR-50, with a dash of BMD-3, to me.

It looks quite high off of the ground- the hull floor appears to 'sit' at/near the top of the road wheels…do they still drop them loaded with 'volunteers'?

From reading the Wiki on the BMD the Commander, bow gunner and driver were under cover along with a maximum of 3 'passengers' behind the turret.

That explains why footage from Ukraine showed most passengers sitting in what looked like an open-topped trench on the back.

This looks like an attempt to get a few more 'passengers' under cover?
