I'm planning on tweaking my d20 driven character rules, by creating an attack vs defence table. I was using the SW Miniature's game mechanic, but decided I wanted to do something more chart based.

Can anyone suggest a good starting point or reference from another system I can use to help me set this up?

Are you talking about an old school chart: figure out a ratio between attack and defense, look at the appropriate column, roll a d6 (or a d20)

What kind of numbers would you expect the attacker and defender to have? (ie. 1-20 with 14 for an average trooper)

The example you site is close to what I was thinking. Cross reference the attackers skill vs the defenders skill (armor class) and see the number needed to hit.
