A flag with a picture of a flag on it? Not questioning the accuracy, just the wisdom.

Hmm, I visited the Instanbul Army Museum and the National Historical Museum in Greece (that has trophies) and I did not see this flag. Yes, the Hamidian flags did bear the Sultan turga on them in gold thread but not the whole coat of arms.

For example look at Zornaros painting from 1897

This flag , while from the Balkan Wars and WW1 era gives you a more accurate feel for the later Hamidiyean flags
