He's from the the Swedish Regiment Oxenstierna, which I believe was in Netherlands service at the time.

The original picture, since removed in that post, was not this one but they were very similar, and probably shared the same source.
Certainly lapels on a Swedish coat in 1700 would have been rather unusual.

those 19th century illustrations are sometimes a little off…sometimes a LOT off…
