Not sure yet. Downloaded GHQ's rules and have read people use FOW. Gonna do some painting and basing first.

I'd like to recommend Mein Panzer. They let you add more complexity as you get more comfortable with the system.

For basing across rulesets, is putting three guys on a stand (or four for command) pretty flexible?

I use Blitzkrieg Commander II, and find 4 guys on a base works well (I use smaller numbers plus a command vehicle for other command bases).

Command Decision Test of Battle and Spearhead are my favorites. Use depends on circumstances and size of the engagement. Spearhead is chosen for faster play and for conventions where CDIV game mechanics are a bit too complex.

I've never played GHQ's Rules, but the TMP rumor mill suggests they blow. YMMV.

I would personally how with FOW, but I would suggest that you make some up with ya buds and play those. (BTW I'm from the Bronx)
