Does such a thing exist? If so, where can I find it? What's it called?

Testors has an assortment package – which from memory has 1/16, 1/8 and 1/4 inch widths. Should be available from any good model store, or over the web.

Is there anything narrower in pin-striping tape?

I've been meaning to do some conversions by adding puttees to some 15mm figures, and it would seem that using narrow tape might be the best way to go.

That is since puttees seem in photographs to be more a matter of texture, rather than of pronounced shadow. Thus, it would be quite difficult to get painted ones to look right, not to mention requiring a very steady hand.

Chartpak made tape for use on drawings back in the ancient days before CAD. Here's a link to 1/8 inch tape (about 3mm): link
I think I've got some of their orange tape at work that is only a millimeter thick; I don't know if this is still on the market.

Strangely enough small pin striping tape is very available as NAIL Decoration, as in finger nails, and it's pretty cheep.

Search for "nail art decorations tape" and you will find more then your mind can comfortable imagine.

Chart-pac tape. The stuff used to highlight nautical charts and whatnot. Available in a whole spray of colors both natural and fluorescent, and in thicknesses from 1/64" on up to 1/2" or so.

I bought some of the Tamiya stuff, because I want to try Dazzle camo.

I shall report back on my foibles and follies, once I try using it.

Check hobby sites for model racing pin stripe tape. That should certainly be thinner tan 3mm.
