Anybody know of any company that makes these in 28mm scale?
I only need one, and I know it's an odd bit, but I want one with much nicer detail than I could kit-bash, self-sculpt or paint, for a unique miniature a friend carved for me.
Thanks in advance!

RAFM makes them.

Won't a piece of paper, glued onto a piece of roadway (or left free, and glued to a piece of wood or plastic) do?

Seems to me it would be a lot less expensive, and you can print any one you want, any size you want, in photo quality.

They all seem to come from India in 1:1

A photo would be okay in most cases, but this is for a very special diorama for a unique figure sculpted for me by a friend.
The manhole cover is actually pretty important, though I guess it doesn't specifically have to be NYC. Detroit, Chicago, Boston… any large American Midwest or eastern city would do, or even Los Angeles or San Francisco, I suppose. But high detail is important to me, at least for this.
I do appreciate all the tips and suggestions, though; thanks!

Google it, and I suspect you'll be able to pull up images of any major city you desire.
