We are currently using Hannibal: Rome Vs Carthage to run the strategic part of a miniatures campaign, and Commands and Colors to resolve the battles using miniatures on a hex-less table. So far it is working very well. A report here:

Exciting stuff. There seems to be a lot more blue than red on the campaign map at the moment…
