Does anyone make 28mm plastic civilians suitable for the late 19thC ?

There seems to be a surfeit of modern Zombies but little else.

Blue moon makes a nice box set of London Civilians – metal, but a good deal with the Old Glory Army

You probably could cobble suitable figures together from a box of plastic zombie survivors and a box of plastic Confederates.

Perry ACW are a good base for males. Their new artillery set is probably the best.

Ladies in plastic are always a problem. Wargames Factory Apocalypse Survivor Women are about it – expect to do some heavy duty conversion, though adding dresses isn't the hardest sculpting job and does not require fine work. Here's one I prepared earlier:

Preiser now makes some, but I am not sure of the scale. It is one of those items that is hard to find even over here. (But it remains in production. Bad thing is that they do not do direct sales, but can get you in touch with a local store that can get them for you.

There are pictures on their site. Great stuff (including 1/32 and 1/24th scale SYW Prussians!)

Oh, and for non-European types, including conversion fodder for aliens, the Perry Miniatures Sudanese Ansar kit is definitely worth a look. Apart from the north African tribes it can make without conversion, many of the bits will make middle-eastern, subcontinental or Asian characters without conversion (the skin tone you paint goes a long way towards making a bald tribal African in a loincloth into a Kung Fu monk or Thuggee…). And at around 50-70 cents a figure they are superb value for money. Plus – 8 Remington rifles in the kit!

I'm using some of mine to make Space:1889 Martians, which pretty much only involves adding hair, ears and lopping off the little fingers.

And for VSF lizardmen the Games Workshop ones are very suitable. Little pricey, but hardly the worst of theirs. And the model quality is good, especially on the skinks.
